Job Summary

The Human Resources Business Partner (HRBP) DE/CH is responsible for aligning employee engagement, performance, and organizational capability with business success across the German and Swiss business units.

The role requires substantial hands-on experience working with the German Works Council (Betriebsrat) and deep knowledge of German co‑determination requirements. The HRBP acts as a trusted advisor, employee champion, and change agent, partnering with business leaders, employee representatives, and external service providers to deliver compliant and sustainable HR solutions.

In addition, the role includes responsibility for people operations and payroll administration in close collaboration with an external payroll provider, as well as a forward‑looking approach to data‑driven and AI‑enabled HR practices, ensuring full compliance with legal, ethical, and regulatory standards.

Key Responsibilities / Essential Functions

Business Partnership & Advisory

  • Partner with business leaders on an international basis to understand business goals, workforce challenges, and organizational priorities.

  • Provide HR guidance that balances business needs, employee experience, legal requirements, and works council expectations, particularly in Germany.

  • Act as a trusted advisor on employee relations, organizational changes, and transformation initiatives in a co‑determined environment.

  • Identify HR risks and opportunities and recommend compliant, practical, and value‑aligned solutions.

Works Council Collaboration (Critical Requirement)

  • Act as the primary HR counterpart for the German Works Council (Betriebsrat).

  • Prepare, support, and participate in Works Council discussions, consultations, and negotiations in line with German labor law and co‑determination rules.

  • Ensure proper information, consultation, and co‑decision processes for topics including organizational changes, working time models, HR policies, compensation‑related topics, and HR systems (including digital and AI‑enabled tools).

  • Advises and supports the business to ensure full compliance with works council information and consultation requirements, including preparation, timing, and documentation of works council interactions.

  • Build and maintain a constructive and trust‑based relationship with employee representatives while safeguarding both company and employee interests.

Payroll Administration & HR Operations

  • Take responsibility for local payroll administration for Germany and Switzerland, in close collaboration with an external payroll provider.

  • Act as the key HR point of contact for payroll topics, ensuring accurate, timely, and compliant payroll processing.

  • Review payroll outputs, validate payroll data, and follow up on corrections, deviations, and employee inquiries.

  • Ensure payroll inputs (e.g. new hires, terminations, salary changes, absences) are complete, accurate, and submitted on time.

  • Collaborate with Finance, HR, and the payroll provider to ensure alignment, compliance, and audit readiness.

Talent, Organization & Culture

  • Support leadership development, succession planning, talent development, engagement initiatives, and culture change programs.

  • Monitor engagement, turnover, absence, and talent effectiveness, ensuring leadership accountability and transparency.

  • Promote a strong, compliant, and inclusive culture aligned with Clinisys values and local regulations.

Data, Analytics & AI‑Enabled HR Practices

  • Use HR data and analytics to identify trends, risks, and opportunities and support evidence‑based people decisions.

  • Contribute to the responsible adoption of AI‑enabled HR tools and digital solutions to improve efficiency and insight.

  • Ensure that the use of HR systems, data, and AI in Germany fully respects co‑determination rights, GDPR, and data protection requirements, in coordination with the Works Council.

Local Responsibilities – Germany / Switzerland

  • Manage leave of absence administration in accordance with local regulations, ensuring accurate tracking and reporting.

  • Process hires, changes, and terminations in the HRIS (HiBob).

  • Ensure accurate and timely HR data entry, including organizational changes and compensation updates.

  • Prepare and review employment contracts and amendments in line with German and Swiss labor law.

  • Coordinate and support payroll accounting and administration in collaboration with the external payroll provider.

  • Act as the primary HR contact for internal and external (legal) counsel.

  • Oversee onboarding and offboarding processes, including exit interviews.

  • Support recruitment activities and participate in audits, ensuring documentation and compliance integrity.

Skills and Competencies

Core HR & Business Skills

  • Strong interpersonal, coaching, and communication skills, with the ability to operate effectively in a co‑determined environment.

  • Proven ability to build credibility with senior leaders, employees, Works Council members, and external partners.

  • High level of judgment, integrity, customer focus, and results orientation.

Works Council & Regulatory Expertise (Mandatory)

  • Proven hands‑on experience collaborating with the German Works Council (Betriebsrat) in an HR role.

  • In‑depth understanding of German labor law and co‑determination requirements.

Payroll & Operational Expertise

  • Demonstrated experience in payroll administration in collaboration with an external payroll provider.

  • Strong attention to detail and understanding of payroll processes, compliance requirements, and data accuracy.

AI, Data & Digital HR Capabilities

  • Solid understanding of HR data, metrics, and people analytics.

  • Experience or strong interest in working with AI‑enabled HR tools and digital HR platforms.

  • Awareness of data protection, ethical considerations, and Works Council implications related to digital HR solutions.

Required Experience and Education

  • Bachelor’s degree in HR, Business, Law, Social Sciences, or a related field (or equivalent experience).

  • Minimum 7-10 years of HR experience, ideally in Germany.

  • Demonstrable experience working directly with the German Works Council and external payroll providers.

  • Experience working in American‑owned organizations and/or within the software or technology sector, with demonstrated ability to operate effectively in a U.S.‑influenced corporate, compliance, and decision‑making environment.

Onboarding
As part of our onboarding process, all new employees will be required to attend / travel to the office on their first day of employment. This requirement is essential for onboarding activities, including the identity verification, completion of necessary documentation, receiving your IT equipment, introductions to key team members, and orientation to Clinisys policies and procedures.
