The team is driven to make healthcare more accessible for all Americans. We’re looking for a dedicated full-time Regulatory Business Development Manager to join our team. You will provide analytical support to our clients in solving hard problems in improving access to healthcare.

The Account Manager, Government Programs is responsible for managing and growing relationships across a portfolio of state regulatory agencies (DOIs, Medicaid) and related stakeholders.

This role focuses on establishing credibility and access with regulators by delivering value-first solutions, including regulatory filing templates, reporting packages, and AI-enabled tools that help agencies and health plans meet network adequacy and compliance requirements at scale.

This role is also focused on creating business development opportunities with regulators and contract administrators stemming from interactions as an SME on regulatory and contract policy, standards, and demonstrating insights and workflow efficiencies using Quest technology.

This role emphasizes:

  • Relationship development through expertise and relevance
  • Creating “reasons to meet” with regulators
  • Positioning Quest Analytics as the technology partner enabling compliant, scalable oversight
  • Leading to business development opportunities and stronger proprietary relationship

What you'll do:

  • Own a portfolio of regulatory accounts (DOIs, Medicaid agencies)
  • Maintain regular engagement with key stakeholders across accounts
  • Identify and execute new business and account expansion opportunities (additional use cases, products, or services)
  • Track account activity, contacts, and growth opportunities in Salesforce
  • Build and maintain trusted relationships with regulators and related stakeholders
  • Establish credibility through understanding of: Network adequacy requirements, regulatory workflows, and business requirements related to provider networks
  • Develop multi-threaded relationships within each account
  • Deliver and iterate on:
    • Regulatory filing templates (Medicaid, DOI)
    • Reporting packages and insights
    • Standardize approaches across accounts
    • Partner internally to improve and scale solutions (including AI-enabled enhancement)
    • Identify opportunities to expand footprint within existing accounts, including:
        • New programs or initiatives
        • Broader adoption of Quest solutions
        • Partner with internal teams to support expansion efforts and renewals
        • Contribute to proposals and contracting as needed
        • Ensure timely delivery of commitments and alignment on account strategy
        • Develop and maintain account plans for key agencies
        • Prioritize accounts based on:
            • Growth potential
            • Strategic importance
            • Execute against clear engagement and expansion goals
            • Represent the company at industry conferences, meetings, and events

What it requires:

    • Bachelor’s Degree in Healthcare Administration, Public Health, or Business or related, Masters preferred
    • 3+ years of experience in business development, regulatory affairs, or employment with a state regulatory agency
    • Strong understanding of state health plan regulations, Medicaid, and the healthcare regulatory environment
    • Strong understanding of state health plan regulations and the healthcare regulatory environment
    • Proven track record of successfully developing and managing business relationships
    • Excellent negotiation, presentation, and communication skills
    • Experience working at a commercial SaaS company is a plus
    • Working knowledge of Healthcare regulatory environment (Medicaid, DOIs, network adequacy preferred)
    • Ability to understand and translate Regulatory requirements → practical workflows, templates, or reporting solutions
    • Proven ability of solving complex issues
    • Self-motivated and able to work in a fast paced, deadline-oriented environment
    • Excellent troubleshooting, listening and problem-solving skills
    • Customer focused
    • Works well in a team environment
    • Able to travel as needed to meet with clients and attend industry events
    • Preferred Qualifications:

    • Experience working directly with state and/or federal regulators and a comprehensive understanding of their objectives related to consumer protection and access to health care services
    • Demonstrated ability to navigate complex regulatory environments and advocate for process automation and technology adoption
    • Experience in leveraging data analytics to deliver measurable value and drive regulatory effectiveness
