Position Summary
The Government Business Project Manager will lead the planning, coordination, and execution of high-impact government implementation projects, partnering across Product, Engineering, Client Services, Regulatory, and executive leadership. This role is ideal for someone who thrives in complex environments, knows how to turn broad requirements into actionable plans, and is comfortable holding teams accountable to commitments.
This is not a role focused solely on tracking status or facilitating meetings. We are looking for someone who will actively drive the work forward, surface risks early, resolve ambiguity, and ensure that projects stay on track from initial planning through go-live and steady-state operations.
The right person will bring a strong understanding of government healthcare environments, particularly CMS, Medicare, Medicaid, or related state and federal programs, and will be able to quickly understand how business, regulatory, product, and technology requirements come together.

What You'll Do:
- Own project delivery for assigned federal and state government initiatives from planning through implementation, go-live, and transition to steady-state operations.
- Translate regulatory and business requirements into clear project plans, milestones, deliverables, owners, and timelines.
- Coordinate cross-functional work across Product, Engineering, Client Services, Regulatory, and other internal teams.
- Create accountability for commitments, dependencies, and deadlines while maintaining strong working relationships across teams.
- Manage project scope, timelines, and budget considerations, identifying tradeoffs and risks before they impact delivery.
- Identify barriers early and actively drive them toward resolution.
- Bring clarity to ambiguous requirements, competing priorities, and unclear ownership.
- Develop mitigation plans for project risks and manage dependencies across multiple workstreams.
- Escalate issues at the right time and with the right level of context and recommended action.
- Maintain RAID logs and other project governance tools to ensure risks, assumptions, issues, and dependencies remain visible and actionable.
- Facilitate project governance and executive steering discussions as needed.
- Build and maintain measurable tracking systems that provide clear visibility into project health, milestones, requirements, dependencies, and risks.
- Prepare executive dashboards and project health reporting for senior leadership.
- Provide data-driven updates that communicate not only where a project stands, but what needs to happen next to keep it moving.
- Ensure stakeholders have the information they need to make timely decisions.
- Use project management methodologies and tools to improve planning, coordination, and execution.
- Leverage AI-enabled tools such as Microsoft Copilot, ChatGPT, Claude, Gemini, or similar technologies to accelerate project planning, reporting, meeting summaries, documentation, risk identification, and status synthesis.
- Identify opportunities to improve how project information is captured, communicated, and scaled across multiple government initiatives.
- Provide clear, proactive, and accurate project updates to clients and external stakeholders.
- Build confidence by anticipating issues internally and minimizing surprises during client interactions.
- Communicate effectively with technical teams, business leaders, government stakeholders, and executive leadership.
- Represent Quest Analytics professionally in client and stakeholder interactions.

What You'll Need:
- Bachelor’s Degree in Business Administration, Project Management, Public Administration, Healthcare Administration, Information Technology, or a related field; equivalent combination of education and relevant experience will be considered.
- 5+ years of project management experience, PMP certification preferred.
- Experience leading complex, cross-functional projects, preferably within healthcare, government, technology, or SaaS environments.
- Knowledge of Medicaid, Medicare, CMS, or other state and federal healthcare programs required.
- Demonstrated experience managing software implementation, system deployment, or enterprise project initiatives from planning through execution.
- Proven ability to coordinate multiple stakeholders, establish accountability, manage competing priorities, and drive projects to successful completion.
- Experience supporting government agencies, healthcare organizations, government contractors or regulated industries
- Strong organizational, planning, facilitation, and problem-solving skills with exceptional attention to detail.
- Experience utilizing project management methodologies, tools, and platforms.
- Demonstrated ability to proactively identify risks, remove obstacles, and drive timely decision-making to maintain project momentum.
- Experience leveraging AI-enabled productivity tools (such as Microsoft Copilot, ChatGPT, Claude, Gemini, or similar technologies) to improve project planning, reporting, documentation, meeting summaries, and overall delivery efficiency.
- Excellent written, verbal, and presentation communication skills, including the ability to communicate effectively with technical teams, business leaders, clients, and executive stakeholders.
- Self-motivated and able to work in a fast-paced, deadline-oriented environment

Success in this role means that complex government initiatives have clear plans, measurable progress, visible ownership, and strong accountability. Risks are identified before they become escalations, teams understand what is expected of them and when, and leadership has confidence in the information being provided.
Most importantly, this person will help Quest Analytics scale its government business by creating the structure and discipline needed to successfully deliver increasingly complex programs across federal and state markets.
