Job Title: Business Development Manager – Federal ISR

Description:

Role Overview:

Spire seeks a Business Development Manager – Federal ISR to expand our presence within the U.S. Federal Government market. This role will be responsible for identifying, shaping, and securing new opportunities in defense, intelligence, and related sectors, while managing the full capture lifecycle from early shaping to proposal submission. The successful candidate will bring a proven track record in federal capture, the ability to influence stakeholders, and a passion for delivering mission-critical space-based solutions.

Responsibilities:

  • Develop and execute a comprehensive business development and capture strategy targeting U.S. Federal ISR customers.
  • Identify, qualify, and pursue new opportunities through market research, customer engagement, and pipeline development.
  • Lead capture planning efforts including Call Plans, PWin assessments, Black Hat reviews, and Color Team participation (Pink/Red/Gold).
  • Build and manage strong relationships with federal agencies, prime contractors, and industry partners.
  • Drive teaming strategies including NDAs and Teaming Agreements.
  • Support proposal development by contributing to win themes, discriminators, and customer-focused messaging.
  • Collaborate with cross-functional teams (engineering, product, legal, finance) to shape solutions that meet mission needs.
  • Represent Spire at industry events, trade shows, and customer engagements.
  • Maintain accurate pipeline tracking and reporting within CRM (Salesforce, HubSpot, etc.).

Required Qualifications:

  • 5+ years of federal business development/capture experience in defense, intelligence, or ISR markets.
  • Demonstrated track record of winning multi-million-dollar federal contracts (prime or subcontract).
  • Strong knowledge of the federal acquisition lifecycle (RFI, RFP, IDIQ, BPAs, sole source justifications).
  • Experience developing capture and call plans, win themes, and discriminators.
  • Familiarity with proposal development processes and participation in Pink/Red/Gold team reviews.

Preferred qualifications:

  • Active or prior S. security clearance (Secret or above).
  • Military, IC, or federal civilian agency background with existing customer relationships.
  • Experience working with primes and subs, managing teaming agreements, and shaping opportunities.
  • Proficiency with federal contracting and procurement vehicles.
  • Proficiency in CRM and sales tools (Salesforce, HubSpot, LinkedIn Sales Navigator).

The anticipated base salary range for this position is listed below. Final base salary for this role will be based on the location, skills, experience and qualifications. In addition to base compensation, this role is eligible for commissions and annual equity awards. This role is also eligible for our employee benefits program, including vacation, sick, and personal time off; optional medical, dental, vision, life, and disability coverage; a 401(K) plan; health and wellness reimbursement program; and participation in Spire’s Employee Stock Purchase Plan.

$101,000$123,000 USD
